Pinole City Council meeting, 4-21-26

Tuesday, 4-21- City Council meeting, 5:30 PM, Hybrid. You can find the

There are two closed session items- a conference with real property
negotiators over 2680 Pinole Valley Road APN 430-330-027, agency
negotiators Interim City Manager Garrett Evans, City Attorney Eric
Casher, negotiating parties Frank and Joe Zichichi for price and terms
under government code subsection 54956.8; and a public employee
appointment for the title of city manager under government code
subsection 54957.

There are three appointments to a city committee, though only one has
more information in the agenda packet. John Robinson is reccomended by
the interview subcommittee to claim a vacant position on the Traffic and
Pedestrian Safety (TAPS) Committee (staff report pages 7-8, TAPS roster
page 9, application pages 10-13). The council will also be discussing
appointments to a Cannabis ad hoc subcommittee and an Infrastructure and
Transportation ad hoc subcommittee.

There are two proclamations, recognizing Earth Day (page 14), and
Dolores Huerta Day (page 15).

There is also one presentation- by Planning Commission Chair Gabriel
Sandoval on the commission’s resolution No. 25-08- Appian 80 Development
Ideas and Concepts (aka the safeway shopping center) (resolution pages
16-18, idea document pages 19-21).

Then there’s the consent calendar- There are the normal warrants, along
with the minutes for the March 31st and April 7th city council meetings,
adopting a resolution approving the memorandum of understanding between
the West Contra Costa Integrated Waste Management AUthority and the City
of Pinole regarding implementation of SB 1383 regulations and workplan
(staff report pages 86-7, resolution pages 88-9, MoU pages 90-106, work
plan pages 107-115),

adopting a resolution to fix the employer’s contribution at an equal
amount for employees and annuitants under the public employees’ medical
and hospital care act with respect to Pinole Police Employees’
Association (PPEA) (staff report pages 116-17, city asserts fiscal
impact budgeted but wording is unclear page 117, resolution pages 118-19),

adopting a resolution to approve the purchase of police department
vehicles for Fiscal Year (FY) 2025-26 (staff report pages 120-3, fiscal
impact cost of $430,495.56 spread across various specialized funds page
122, resolution pages 124-5, vehicle quotes pages 126-146),

adopting a resolution authorizing acceptance of $299,495 from the
Caltrans Clean California Local Grant Program and designating the City
Manager as the City’s authorized signatory for grant agreement execution
to fund the creation of the new Creekside Park (staff report pages
147-49, fiscal impact gain of $299,495 page 149, resolution pages 150-1,
grant proposal pages 152-63, state grant agreement pages 164-83, park
concept pages 184-94),

adopting a resolution approving the amended and restated contra costa
clean water program agreement from July 1 2026 through June 30 2041
(staff report pages 195-6, fiscal impact future costs as outlined in
cost-sharing formula (page 196), resolution pages 197-8, agreement pages
199-219),

adopting a resolution approving the purchase of a Z23SLT Force vehicle
for $76,295.61, a 2025 Ford Super Duty F-350 DRW truck for $57,511.69,
and a 2026 Ford Super Duty F-250 SRW truck for $58,369.89 for Public
Works (staff report pages 220-1, fiscal impact cost of $133,807.3 funded
by equipment reserve and $58,369.89 funded by sewer enterprise fund
which will be partially offset by auction of the old truck page 221,
resolution pages 222-3),

and finally a letter of support for SB 1216 (which would grant Pinole
certain powers if it was designated a housing leadership jurisdiction)
(staff report pages 224-5, letter page 226).

There are no old business items.

There are three new business items- the first is Overview of Options for
Adoption of Wage Theft Ordinance (staff report pages 227-8, example
ordinances pages 229-61). The second is adopting a resolution approving
the city’s active transportation plan (staff report pages 262-3,
resolution pages 264-5, ATP report pages 266-530). The third is adopting
a public meeting disruption policy (for loss of broadcast via zoom or
the like) (staff report page 531, policy pages 532-3).
