Tuesday, 1-20- Pinole City Council meeting, 5 PM, Hybrid. You can find the
agenda packet at https://pinoleca.portal.civicclerk.com/event/1101/files/agenda/1055 .
There are no closed session items.
There are two proclamations, recognizing the Police Officer of the Year (page 6), and the Firefighter of the Year (page 7). There is also one presentation on Glow Pinole by the Community Services Director, Andrea Dwyer.
Then there’s the consent calendar- There are the normal warrants, along with the minutes for the December 16th and January 13th city council meetings, approving the 2026 council meeting schedule (staff report page 57, schedule page 59), approving the 2026 council committee assignment list (staff report page 60, resolution page 61, assignments pages 62-4), and finally approval of a resolution permitting a grant request to the Metropolitan Transportation Commission (MTC) for a $250,000 pedestrian improvement grant to add crosswalks and install warning beacons (staff report pages 65-6, fiscal impact gain to city of $250,000 if approved with local match of $140,000 page 66, resolution pages 67-8, MTC findings pages 69-70, grant application pages 71-94).
There are two public hearing items- the first, to tabulate ballots and consider adoption of a resolution confirming assessments for the Appian Village Residential Lighting Assessment District for Fiscal Year 2026/27. This basically confirms that the developer voted in favor of the assessment and actually implements it (staff report pages 95-97, fiscal impact future gain of $33,311.33 offsetting new expense of $52,952.10 page 97, resolution pages 98-100, engineer’s report pages 101-134).
The second is to adopt 2 elements of the General Plan- one revision of the Safety Element and one new element in the Environmental Justice Element (staff report pages 135-140, resolution pages 142-3, Safety Element pages 144-214, Environmental Justice Element pages 215-268, planning commission resolution pages 269-70, and planning commission minutes pages 273-292). I would note the key points here are the goals, policies and actions in the elements- for Safety, you can find those on pages 203-214, and for Environmental Justice you can find those on pages 258-268.
There are no old business items.
There is one new business item- the Annual Comprehensive Financial Report (ACFR) for the Fiscal Year ended June 30th 2025 (staff report pages 293-5, ACFR pages 296-491, auditor’s reports pages 492-516).
