Pinole Planning Commission meeting, 9-22-25

There will be 3 items on the agenda- first the minutes from the prior meeting (on August 25th), second a public hearing to consider recommending updates to the Safety and Environmental Justice Elements of the General Plan (staff report pages 17-23, resolution pages 24-5, Safety Element pages 28-98, Environmental Justice Element pages 99-152). I would note the key points here are the goals, policies and actions in the elements- for Safety, you can find those on pages 87-98, and for Environmental Justice you can find those on pages 142-152.

The third item is a review of revised possible options for the redevelopment of the Appian 80 shopping center to be recommended to the city council by resolution (staff report page 153, resolution pages 154-6, text of ideas pages 157-9, red-lined resolution pages 160-2, red-lined text of ideas pages 163-5).

Survey on Environmental Justice and Safety General Plan Elements, deadline 9-10-25

The city has a survey asking for feedback and prioritization on goals and actions within the proposed Environmental Justice and Safety General Plan Elements. The deadline for this survey is 9-10-2025 (per https://www.pinole.gov/departments/planning/). You can find it at https://publicinput.com/safetyejelement , including a pdf with more detailed descriptions of the relevant goals and actions in the elements. Note that this survey will require that you provide an email or other identifier, unlike past surveys.


The City of Pinole is in the process of updating its General Plan to incorporate a revised Safety Element and add the Environmental Justice & Health Element.

The Safety Element contains goals, policies, and actions to address hazards and response, including geologic, fire, flooding, climate change resiliency, drought, hazardous materials, and emergency planning/response.
The Environmental Justice & Health Element contains goals, policies, and actions to promote equity in access, equity in environment, equity in civic engagement opportunities, and equity in generations.
Below are proposed Policies related to the proposed Safety Element and Environmental Justice & Health Element. Each Policy also has associated Actions that implement the Policy.
