There will be proclamations recognizing American Red Cross Month, Women’s History Month, International Women’s Day, and Disability Awareness Month, followed by a presentation from CalPERS. There are consent calendar items for a contract to a consultant to develop an active transportation plan, and allocating funding to develop a city-wide property and facilities master plan.
Next we have 2 public hearings introducing ordinances amending the city municipal code. The first focuses on accelerating the nuisance abatement procedure timeline (appeals go to an official rather than a board, allows waiving the courtesy notice). The second changes the municipal code to allow ConFire to have jurisdiction and authority over fire and emergency medical response in Pinole, now that Pinole’s contract for service with ConFire is active.

Pinole City Council meeting, 2-21-23
Pinole City Council meeting starting at 5 PM, Pinole City Hall/Hybrid. Given the items on closed session, I expect the meeting proper will start at 6 PM or later. There are a lot of items on the agenda (you can find the agenda packet here)- I would not be surprised if some of the new business ended up being continued to a later meeting, given that there are 12 consent calendar items and 4 new business. There’s a proclamation recognizing the anniversary of the executive order establishing the Japanese internment camps during world war II. There are consent calendar items for quarterly reports for the city’s investments, capital improvement projects, strategic plan, and climate action and adaptation plan. There are also consent calendar items for the budget development process, a consulting agreement for strategic financial planning support, and loaning additional funds ($1.2 million) and granting more generous interest for the SAHA project.
After that we get to new business, where we have discussion on how just cause eviction regulations work (with possible direction to city staff to start drafting one for Pinole), the mid-year financial report with adjustments, the adoption of the Local Roadway Safety Plan, and finally reviewing city council meeting procedures.

Some items of note- a proclamation in honor of Black History Month, another recognizing the PVHS football team. A resolution on the consent calendar calling for Contra Costa County to phase out oil and gas operations on county lands and bar new drilling, an extension of the city’s current IT contract for 2 years, and making sure we aren’t paying the lowest paid city employees below minimum wage. Finally, under new business there will be discussion of how the city prioritizes its capital projects, what’s going on with the monthly food distribution, and how the city plans to celebrate Earth Day this year.
