Torch Run, 6-21-23
Tomorrow, 6-21- 8:45 at San Pablo and Tennant, 9:45 at western city limits torch run- “On Wednesday, June 21st we will carry the “Flame of Hope” Special Olympics torch on its journey to the 2023 Special Olympics Northern California Summer Games. We invite you to be a hero and join us, along with hundreds of law enforcement personnel and their agencies proudly relay the Flame of Hope through communities throughout Northern California in honor of their commitment and dedication to the 26,000 Special Olympics athletes.
Join our team and carry the torch with us or come out and cheer us on. We will take the torch handoff from Hercules PD at 8:45 AM in Old Town Pinole (corner of San Pablo Avenue and Tennent Avenue), then head west on San Pablo Avenue and hand off the torch to San Pablo PD.

Pinole City Council meeting, 6-20-23
Today, 6-20- Regular City Council meeting, 5 PM, Hybrid. You can find the agenda packet here.
There are 2 closed session items- a performance evaluation of the city manager, and a conference with labor negotiators for all represented unions. I wouldn’t expect the meeting proper to start before 6 PM.
Then there’s proclamations in honor of Independence day, the county poetry champion, the state speech association student of the year, Pinole Valley High School (PVHS) boys soccer, PVHS boys tennis team, PVHS girls softball team, and the state best girls athletic director.
There’s then consent calendar items- a contract for a broadband opportunities assessment (apparently there’s a system that richmond’s running that we could hook into because it has fiber running through Pinole already (page 60)), a contract for a water reuse opportunities assessment (which the contractor is highly skeptical will be viable (pages 80,81)), a resolution to provide a montly stipend to high school council interns, approval of a drone policy for non-police uses, a resolution of support for a proposed constitutional amendment to the state constitution that would permit felons to vote while incarcerated, a contract for initial improvements to the tennant/pear/plum intersections, a resolution updating the levy of the assessments for the pinole valley road lighting district, liens for unpaid waste collection charges, adopting the FY 23/24 appropriations limit,
adopting the FY 23/24 Operating and Capital Budget (Of note is that the one-time expenditures have now been added into the operating and capital budget, and the full expense of capital projects is encumbered in the first year, so the general fund will be going from an unreserved fund balance of $9,848,344 to $1,061,259 this upcoming fiscal year (page 179)),
a resolution approving the new tri-city dispatch agreement, and finally approval of the 5 year Capital Improvement Plan.
And after that, we get to public hearings. There’s a public hearing of an ordinance which would allow the city manager or designee to waive hours of construction bans for all types of construction to expedite construction.
Finally, for new business we have updating the city’s procurement policy to require using union shops for city print work (which staff thinks will not significantly increase costs, page 566), and discussion on how the city wants to engage with regional and higher legislative bodies.

Community Creek Cleanup, 6-17-23
Saturday, 6-17- Community Creek Cleanup, Upper watershed, 10-12. This one’s different- “We will meet in the upper watershed one mile north of the Castro Ranch Y on Alhambra Valley Rd.
We will clean up trash along the road and a dumpsite that is spilling into the
creek and water the native plantings in the Pollinator garden. This site is a
working ranch so pease park outside of the gate. We will provide water, safety
vests, snacks, and cleanup supplies. Please bring water, sunscreen, long pants,
and close toed shoes.

Philippine Independence Day Flag Raising, 6-17-23

There are no closed session items tonight, so the meeting proper will be beginning at 5 PM. That’s because there are a *lot* of items on the consent calendar.
First, there’s proclamations in honor of Juneteenth, Pride and Filipino Independence Day, and a presentation by the Pinole Valley High School Debate team on Indigenous Peoples Day (which you can see here).
There’s then consent calendar items- a report on the status of capital improvement plan projects, another on the implementation of the strategic plan, and another on the implementation of the climate action and adaptation plan. Then there’s the third quarter financial report, the third quarter investment report, and a resolution approving the measure J growth checklist. Then there’s the second reading and approval of the military equipment use policy, a construction contract for hazel street storm drain improvements, and a resolution to approve a list of projects funded by SB 1. Then there’s a public communication plan on city street condition, a resolution authorizing a contract with RSG to implement the economic development plan, a resolution to extend the term of the climate action fellow by 2 months, a resolution to amend the consulting agreement with MBI to complete the development impact fees study, and finally a report on how the city is planning to apply for funds from the infrastructure investment and jobs act.
And after that, we get to public hearings. There’s the annual review of the Users Utility Tax and resolution to modify household income eligibility thresholds for exemption for FY23/24 (due to inflation).
For old business, we have the revised proposed FY 23/24 Operating and Capital Budget, followed by the revised proposed FY 23/24-FY27/28 Capital improvement plan. Of note is that the one-time expenditures have now been added into the operating and capital budget, so the general fund (largely due to capital improvement plan projects) will be going from an unreserved fund balance of $9,848,344 to $954,736 this upcoming fiscal year due to full funding for projects being encumbered when they start (page 521).
Finally, for new business we have the procurement process for a successor solid waste and recyclables franchise agreement, and a report on senior center interior upgrades.

Virtual Community Corner Workshop, 5-25-23
Thursday, 5-25- A Virtual workshop discussing design options for Community Corner, starting at 5 PM. “Thank you for telling us what you want to see at Community Corner! You sent in over 100 ideas and comments about what you want to see at the Community Corner on our website and during the previous workshop done in February.
We have used your feedback to develop a few conceptual plans which you’ll be able to see and critique at the *Virtual Community Corner Workshop on Thursday, May 25th at 5pm. *This workshop will give you another opportunity to provide input. Display boards will be prepared to provide attendees an opportunity to view the content and provide comments. Attendees will have the opportunity to provide both written and verbal feedback. Immediately after that outreach event (virtual meeting on May 25th) we will tweak the design options based your feedback.
Once we are ready to share the revised design options, we may hold another workshop to make sure we get as much community input as possible – so stay tuned!
