Pinole City Council Special meeting, 1-13-26

There are three closed session items- First, Conference with labor
negotiators between Human Resources Director Stacy Shell, Finance
Director Markisha Guillory, and Gregory Ramirez with IDEA negotiating
with the Pinole Police Employees Associations (PPEA) under government
code section 54957.6. Second, a conference with labor negotiators for
the title acting city manager, under government code 54957.6. Thirdly, a
conference with labor negotiators for the title Interim city manager,
under government code 54957.6.

There will be 3 proclamations- Honoring Reverend Dr. Martin Luther King
Jr. Day (page 6), National Day of Racial Healing (page 7), and Holocaust
Remembrance Day (page 8). There will be one presentation by Republic
Services on their post collection agreement and 2026 rates (pages 9-21,
average rate increase for residential customers 2.3-3.2% page 17,
average rate increase for commercial customers 1.38% page 18).

There will be one consent calendar item- Adopting a resolution approving
the engineer’s report, declaring intent to form Appian Village
Residential Lighting Assessment District and Levy and Collect
Assessments for Fiscal Year 2026/27, and setting January 20th 2026 as
the date for the public hearing (staff report pages 22-4, fiscal impact
gain of $33,311.33 offsetting city costs of $52,952.10 if approved by
property owners in the proposed district page 24, engineer’s report
pages 25-58 and again on pages 59-92. I suspect one of those copies was
intended to be the resolution, which is not attached as of the time of
this message).

Senior Food Distribution, 1-13-26

Tuesday, 1-13- Senior Food Distribution, 10 AM-11 AM, in person Pinole
Senior Center. “The Senior Center partners with the Food Bank of Contra
Costa and Solano County to offer the Senior Food Program. Low-income
senior citizens ages 55+ to receive free groceries, including healthy
staples, eggs, cheese, and assorted meats twice a month. The program is
available for Pinole senior residents only. This program takes place
every second and fourth Tuesday of the month from 10 – 11am. Individuals
interested in the program must complete the Senior Food Program
Application. Applications are available at the Senior Center and can
also be found on the Pinole Senior Center website:
http://www.pinole.gov/seniors. Please note, the Senior Food Program is
switching to the choice method, where you will now need to bring your

planning commission will be taking no action on this item, as it is not

Pablo Avenues. “

On the Fourth Saturdays of the month, join the Indivisible – North East
Bay chapter in Pinole as we vocally and physically express dissent, and
make known the (de)legitimacy of the current administration sitting in
the white house.

**UPDATE!! The location of this protest has been set going forward for
all 4th Saturdays of the month every month (and is no longer rotating).
We will be at Tennent Ave. and San Pablo Ave. in Pinole in the open
space across from Tina’s place.

We participate and activate hyper-locally in this non-violent and
peaceful social and cultural movement to protest authoritarianism in the
U.S. and are building volunteer people power that is sustained,
consistent, and unrelenting, until everyone is moved from their apathy
and into action to stand up for democracy and re-dedicate themselves to

There is one closed session item- appointing an interim city manager under government code section 54957. This will go until 7 PM according to the agenda packet.

There are no proclamations or presentations this week.

Then there’s the consent calendar- There are the normal warrants, along with the minutes for the December 2nd city council meeting, adopting a resolution to increase minimum wage rates to align with state law (staff report pages 59-60, fiscal impact cost of $2685 page 60, resolution pages 61-2, salary schedule and redlined version pages 63-6),

a resolution to enroll all city accounts in MCE’s Deep Green electricity program (staff report pages 67-69, fiscal impact annual cost of $53,000 one-time gain of $4000 page 68, resolution pages 70-1, deep green cost analysis pages 72-4), adopting a resolution accepting $309,910 in grant funding from the California Department of Justice tobacco grant program for FY 2025-26 (staff report pages 75-6, fiscal impact nil because already accounted for in budget page 76, resolution pages 77-8, grant application pages 79-88, award letter pages 89-90, summary of award pages 91-4, budget detail pages 95-7),

There is a new segment unique to this meeting- Council Reorganization. It will have presentations to Mayor Cameron Sasai, Remarks by Mayor Sasai, Selection of Mayor and Mayor Pro Tem, Administer Oaths to Mayor and Mayor Pro Tem, and Transfer of Gavel and Comments by the New Mayor. As per the staff report and established procedure, Anthony Tave will become Mayor and Devin Murphy will become Mayor Pro Tem (staff report page 118, resolution pages 119-20, rotation list page 121, resolution governing the mayoral selection process pages 122-4).
