Pinole City Council Meeting 1-17-2023
Pinole City Council meeting, starting at 5 PM. I expect closed session to run to between 5:30-6. You can find the agenda packet here. Some items of note- Proclamations honoring the police officer and firefighter of the year, MLK Day, and Lunar New Year; an update from WestCAT on service levels and the shift to a 0-emissions fleet. On the consent calendar, second readings for adopting the code of ethics as part of the municipal code (and expanding it to apply to the city treasurer), allowing for FBI fingerprint background checks for city employees (also barring felons and persons who committed misdemeanors of “moral turpitude” from employment by the city), setting a budget for planning contractors, contract to start engineering design services for the Pinon Sanitary Sewer fix. Public Hearing to adopt the 2023-31 housing element. New business to change council meeting format to remove seat spacing requirement (which I didn’t see enforced) and receive the Annual Comprehensive Financial Report (which on page 1202 of the agenda packet claims that Pinole had its population drop below FY 2013 levels in FY 2022).

Pinole Planning Commission meeting at 7 PM. We’ll be discussing the revised Housing element, which notes sites where Pinole expects to build new housing, sets up goals and processes to actually get there, and builds support systems to help everyone in the city deal with housing issues. Some points of note are the revised inventory process to actually show how the city plans to meet the very-low income housing Regional Housing Needs Assessment requirements (page 21), and a brief overview of the future Environmental Justice Element (page 23).
