For the first time in quite a few meetings, there are no closed session items. There is one presentation on Setting speed limits per AB 43.
The consent calendar has quite a few items. There’s the normal minutes and warrants,
a memorandum of understanding between the city and American Federation of State, County, and Municipal Employees (AFSCME) Local 512 7/1/23-6/30/25 (notable elements- 4% cost of living (COL) increases for 2023-4 and 2024-5, market equity adjustments of 12.9% for management analyst, 14.3% for PW Maintenance Supervisor, and 15.8% for Recreation Coordinator, and a longevity 3% increase for employees who worked for 15 continuous years with the city (page 84 of the agenda packet)),
a contract with Tetra Tech for an Energy Conservation/generation/storage assessment for $47,938 (already budgeted), a response to the grand jury report on affordable housing, a contract for the development of a Storm Drain Master Plan to West Yost for $243,264 (already budgeted), an amendment to the branding agreement with Tripepi Smith to include Seal design, increasing effective cost by $11,750, amendment to agreement with Natleson Dale group to create a temporary economic development logo, effective cost increase $3000,
a resolution approving a memorandum of understanding between the city of Pinole and AFSCME Union Local 1 from 7/1/23-6/30/25 (notable elements- 4% COL increases for 23-24 and 24-25, market equity adjustments for accounting technician 7%, Administrative Assistant 7.3%, Community Service Officer 17.2%, and Police Property Specialist 23.3%, all non-market equity adjusted classifications recieve a one-time non-pensionable bonus of $2,861.00, no longevity increase (page 460)), and another resolution which appears to be a duplicate, as it is not in the agenda packet.
Finally, there is a public hearing on an ordinance to change the start time of City Council meetings to 5 PM and limit the ability of individual council members to direct the City Manager.

Senior Food Program, 8-8-23
Tomorrow, 8/8- Senior Food Program, Pinole Senior Center, in Person 10 AM- 11 AM.
“The Pinole Senior Center will be partnering with the Food Bank of Contra Costa and Solano County on their Senior Food Program. Low-income senior citizens 55+ will be able to receive free groceries, including healthy pantry staples, eggs, cheese and assorted meats twice a month. The time for the distribution is 10:00 am – 11:00 am.
If you are interested in the program all individuals must complete the Senior Food Program Application. Applications are available on the City of Pinole website via the Senior Center page: https://www.ci.pinole.ca.us/city_government/senior_center
In addition, applications are available at the Front Desk of the Senior Center and can be submitted Monday through Friday between the hours of 8 am – 1 pm. Applications can also be submitted on the day of the food pick up. Individuals must bring proof of age such as an ID or Driver’s License and proof of home address which can be a PG&E bill, water bill, or statement listing out the name and residence of the individual. Pinole City Council meeting, 7-18-23

There are 2 closed session items- a performance evaluation of the city manager, and a conference with labor negotiators for all represented unions. I wouldn’t expect the meeting proper to start before 6 PM.
Then there’s proclamations in honor of Fire Chief Wynkoop on his retirement, National Parks and Recreation Month, and Bastille Day, followed by a presentation (not a full on discussion) by Public Bank East Bay on their efforts to create a regional public bank.
There’s then consent calendar items- The normal minutes and warrants (amounts the city has paid for various things), second reading and adoption of an ordinance granting the city manager the authority to modify permitted hours for construction in residential as well as commercial areas, a resolution to allow hiring a climate fellow for next year (funds already allocated),
a memorandum of understanding between the city and the Pinole Police Employee’s Association for the next 2 years (4% Cost of living raises, 3% equity raises per year, long tenure shifted from 15 years to 10, bilingual pay of 3%, education pay changed to not include associate degrees, include master’s degree and have a 7.5% cap instead of current 5% cap, life insurance increased from 40k to 1x employee annual salary, and some other non-economic changes- agenda packet pages 136-7),
and a resolution to implement the set aside funds for weatherization/energy efficiency by handing those funds over to the county to administer in their existing programs.
And after that, we get to public hearings. There’s one public hearing, confirming the assessments and levy for the Pinole Valley Road Landscape and Lighting Assessment District for Fiscal Year 2023/24.
Finally, for new business we have a review of the city’s required contributions to Pension and the lifespan of the Section 115 trust fund (Fund runs out in FY 29-30, costs are going to continue to grow until FY 2034/35, peaking at 58% of city payroll or $9,074,794 that year. If we can make it to 2044-45, costs are expected to drop down to 2.37 million as a new baseline (page 266, agenda packet)). We then have a discussion of the city’s current public art and possibilities for a comprehensive Public Art Program, a discussion of the steps required to sell the Faria House, and finally a report on Racial Equity in Pinole.
