There are two closed session items- a conference with real property negotiators over 2100 San Pablo Avenue, agency negotiators Interim City Manager Garrett Evans and City Attorney Eric Casher, negotiating price and terms with Art Pakpour under government code subsection 54956.8; and a conference with labor negotiators with agency representatives Stacy Shell HR Director, Markisha Guillory Finance Director, and Gregory Ramirez with IDEA negotiating with the Pinole Police Employees Association (PPEA) under government code subsection 54957.6. Per the mayor’s statement, the council should be returning from closed session at 6:30.
There are three proclamations, recognizing Nowruz (page 6), César Chávez Day (page 7), and International Women’s History Day and Women’s History Month (page 8).
There are also two presentations- a HdL market analytics report (pages 7-11 of the presentations packet), and a report on traffic incidents by the police chief (pages 12-21 of the presentation packet, pages 9-18 agenda packet).

with the minutes for the March 3rd city council meeting, adopting a resolution authorizing the city manager to contract with Energy Resources Integration LLC for the development of a municipal building decarbonization plan in the amount of $72300 fully funded by California Energy Commission grant funds (staff report pages 63-4, fiscal impact none as grant funded page 64, resolution pages 65-6, consulting services agreement pages 67-86, request for proposals (RFP) pages 87-132, consultant plan pages 133-154),
second reading and adoption of a Zoning Code and Specific Plan Amendment to Prohibit New Service Stations, Establish Regulations for Existing Legal Nonconforming Service Stations, and Establish Regulations for Alternative Fuel Stations, which will codify the moratorium on new gas stations that has been in effect under emergency powers for the past two years (staff report pages 155-6, ordinance pages 157-160, text of amendments pages 161-188, prior public meeting references pages 189-288, survey results for first survey pages 289-315, survey results for second survey pages 316-50), and finally a resolution to approve the purchase of two blowers for the wastewater treatment plant, as the 2 current not-replaced ones are obsolete (staff report pages 351-2, fiscal impact cost of $272,791.50 charged to the sewer enterprise fund page 352, resolution pages 353-4).
