There is one closed session item- CONFERENCE WITH LABOR NEGOTIATORS Gov. Code § 54957.6 Agency designated representatives: Human Resources Director, Stacy Shell, Finance Director, Markisha Guillory, and Gregory Ramirez, IEDA Employee organizations: The Pinole Police Employees Association (PPEA). This item was continued to a future meeting.
There are three proclamations, recognizing Japanese Day of Remembrance (page 6), Lunar New Year (page 7), and Pinole Historical Society (page 8).
There are also two presentations- City Manager Executive Search Kick-Off — Bob Hall & Associates by Joe Gorton (pages 9-17), and Pinole Community TV Performance Dashboard (pages 17-27).
Then there’s the consent calendar- There are the normal warrants, along
with the minutes for the February 3rd city council
meeting, a resolution approving a grant application for community flood monitoring funds (Whale Tail) (staff report pages 76-77, fiscal impact potential gain of up to $50,000 if grant gained page 77, resolution page 78, grant application pages 79-95), the Fiscal Year (FY) 25/26 2nd quarter investment report (staff report pages 96-8, general portfolio pages 99-100, 115 trust report pages 101-2),
and finally placement of liens for unpaid waste collection charges in FY 25/26 2nd quarter considered in an administrative hearing on 2-4-26 (staff report page 103, resolution page 105).
There are two public hearing items- the first, introduction and first read of an ordinance amending the city council meeting start times (moving it from 5 PM to 5:30 PM) (staff report pages 106-7, ordinance pages 108-9).
The second is Conduct Public Hearing And Adopt A Resolution Confirming
The Community Services Master Fee Schedule, which will increase fees for Tiny Tots programming and reserved fields and facilities (page 112) (staff report pages 110-12, resolution pages 113-14, new fee schedule pages 115-19, redlined fee schedule pages 121-8, cost of service analysis pages 129-152).
There are no old business items.
There are two new business items- the first is the FY 25/26 2nd quarter budget review and adjustment, which has a decrease in revenue of $90,500 for PCTV due to loss of sponsorships (page 187, because the summaries are unclear), an increase in general fund expenditures of $99,366, increase in equipment reserve fund revenue of $68,747 and expenditures of $89,819, and solid waste fund increase in revenue of $1,156,000 (page 154) (staff report pages 153-4, fiscal impact page 154, resolution page 155, summary of adjustments page 156, financial report pages 157-196).
The second is approving an employment agreement for Garrett Evans to become the Interim City Manager for the City of Pinole (staff report pages 197-8, fiscal impact $22,744.36 per month offset by attrition from the current vacancy page 198, resolution pages 199-201, employment agreement pages 202-6).
