There are three closed session items- a conference with real property negotiators under government code subsection 54956.8 for the parcel 401-230-016, with agency negotiators Community Development Director Lilly Whalen and City Attorney Eric Casher, and negotiating parties Patrick Donovan, Project Manager, On Air Communications Inc. Authorized agent of Crown Castle. Second, conference with labor negotiators under government code subsection 54957.6 with agency designated representatives City Attorney Eric Casher and Human Resources Director Stacy Shell, the unrepresented employee being the interim city manager. And third, conference with legal counsel anticipated litigation, under government code subsection 54956.9(d)(4) for initiation of litigation on one potential case.
There is one proclamation, recognizing Black History Month (page 6). There are also two presentations- the first on the current state of City AI use and policy by Fiona Epps (pages 7-27), and the second on a unified community request portal by Fiona Epps and Melissa Klawuhn (presentations, pages 21-36).

There are two public hearing items- the first, a Resolution Calling For Special Election And Submitting Question Regarding Office Of Elected Mayor To Voters (staff report pages 93-5, fiscal impact cost of $37236-$55854 page 95, resolution pages 96-100, ordinance (if adopted by voters) pages 101-3; presentations, pages 37-45 for the presentation).
The second is Conduct Public Hearing And Adopt A Resolution Confirming The Community Services Master
