There are two closed session items- a conference with labor negotiators under government code section 54957.6, with agency representatives City Manager Kelcey Young, City Attorney Eric Casher, HR director Stacy Shell, and Gregory Ramirez for IDEA negotiating with employee organizations AFSCME Locals 1 and 512, the Pinole Police Employees Association, and the management compensation plan; and a public employee performance evaluation for the city manager under government code section 54957. I expect closed session to conclude by 6 at the earliest, and possibly as late as 7.
There are three proclamations, honoring Arab American Heritage month (page 6), National Pet Day (page 7), and Cesar Chavez Day (page 8) and no presentations.
Then there’s the consent calendar- There are the normal warrants, along
with the minutes for the March 18th city council meeting, and a stormwater utility area assessment for Financial Year 2025-6, maintaining the current rate of $35 per Equivalent Rate Unit, with a net fiscal gain for the city of $255,115 (page 35) (staff report pages 33-6, resolution pages 37-8).
