There are two closed session items- a conference with labor negotiators under government code section 54957.6, with agency representatives City Manager Kelcey Young, City Attorney Eric Casher, HR director Stacy Shell, and Gregory Ramirez for IDEA negotating with employee organizations AFSCME Locals 1 and 512, and the managment compensation plan; and a conference with real property negotiators under government code section 54956.8 with regards to 2100 San Pablo Ave, agency negotiators Kelcey Young, City Manager and Eric Casher, City Attorney with the negotiating party as Art Pakpour, negotiating price and terms. I expect closed session to conclude by 6 at the earliest, and possibly as late as 7.
There is one proclamation, honoring International Women’s History Day and Women’s History Month (page 6) and three presentations- introduction of the new Police Chief, Melissa Klawuhn, introduction and swearing in of Public Works Director, Heba El-Guindy, and a presentation from the Northern California College Promise Coalition (NCCPC) (pages 7-19).
Then there’s the consent calendar- There are the normal warrants, along
with the minutes for the February 4th and February 18th city council meetings, the Financial Year (FY) 2024/25 2nd quarter investment (staff report pages 64-66, investment reports pages 67-9), Capital Improvement Plan Status (staff report pages 70-71, project highlights 72-8, status charts 79-80, CIP for reference pages 83-174), and Strategic Plan Status (staff report pages 175-6, strategic plan update pages 177-183) reports, an overview on the FY 2025/26 budget development process and timeline (pages 184-7), and authorizing the city manager to sign a non-binding letter of intent to purchase with regards to 2100 San Pablo Avenue (page 188).
There will be one public hearing- first read of a Pinole Municipal Code Amendment consisting of 3 batches of zoning amendments covering the design and placement of Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs), an amnesty program for unpermitted ADUs and JADUs as per state law (AB 2533), and adjustments to parking standards and which officials review which applications. The staff report is on pages 189-199, the ordinance is on pages 200-1, the actual text of the amendments is on pages 203-247 (though that is in turn modified by the corrections made in the corrections memo, which you can find at https://pinoleca.portal.civicclerk.com/event/991/files/agenda/802), an overview of the affected housing element programs is on pages 248-254, a letter from CalHDF is on pages 255-8, hyperlinks to the planning commission staff reports and resolutions are on page 259, and an example amnesty pre-submittal checklist is on pages 261-273.
Finally, there will be one item under new business- the FY 2024/25 mid-year budget review (also known as the second quarter financial report). There are decreases to revenue and expenditures in the general fund, decreases to revenue in the Measure S 2006 and Measure S 2014 funds, an increase in expenditures in the Measure S 2014 fund, an increase in revenues in the Measure I 2024 fund, an increase in expenditures in the equipment reserve fund, an increase in revenues and expenditures for the recreation fund, a decrease in revenues and expenditures for the building and planning fund, a considerable decrease in revenues for the growth impact fund due to an error in carrying forward funds, a decrease in expenditures for the Cable Access TV fund, and a decrease in indirect cost allocations and expenditures for the Information Systems Fund (exact numbers for fiscal impact on pages 275-6, staff report pages 274-6, the actual financial report pages 277-318, resolution pages 319-20). As best as I can determine, net fiscal impact is a gain of $168,521 to the general fund, loss of $31,000 to the Measure S 2006 fund, loss of $181,000 to the measure S 2014 fund, gain of $600,000 to the measure I 2024 fund, loss of $92,891 to the equipment reserve fund, loss of $54,000 to the Building and Planning fund, loss of $1,039,594 to the Growth Impact Fund, loss of $85,000 to the Cable Access TV fund, and no net change to the Information Systems fund.
