There is 1 closed session item- conference with labor negotiators, for AFSCME Locals 1 and 512, and the Management Compensation Plan. I expect this will take *at least* an hour.
There’s one highlighted item in reports and communications- appointment of a council representative and alternate to serve on the green empowerment zone board of directors.
There are six proclamations, for Indigenous People’s Day, Rosh Hashanah, Breast Cancer Awareness Month, LGBTQ+ History Month, Filipino History Month, and Code Enforcement Officer Week. There is also one presentation- a community development department update.
Then there’s the consent calendar- There are the normal minutes and warrants, a resolution setting CALPERS medical benefit contribution levels (net cost to city $3,219,560, which has already been budgeted page 58), a resolution authorizing the Human Resources Manager to join PRISM, a risk management joint powers authority for employee benefit services (vision/dental) (page 74),
second reading and adoption of the councilmember salary rise (for new councilmembers, implemented by amending chapter 2.08.010 of the municipal code) which would increase salaries for new councilmembers to the maximum permitted by law, $950 per month (fiscal impact $9,300 next year, $23,250 in 2 years once all councilmembers have gone through an election cycle page 94),
a resolution authorizing the city to take part in the green empowerment zone (the purpose of the Green Empowerment Zone is to build upon the
comparative advantage provided by the regional concentration of highly skilled energy
industry workers by prioritizing access to tax incentives, grants, loan programs, workforce
training programs, and private investment in the renewable energy sector, page 99),
a resolution authorizing the placement of liens for unpaid waste collection charges from the administrative hearing on 10-3-24 (page 103), a resolution approving the purchase of a new brush chipper (since the current one is from 1984 and is no longer safe)- estimated cost $68,673.21 (Funds already allocated in budget from equipment reserve page 104), a resolution authorizing the purchase of staff vehicles for the community development and community services departments (3 Chevrolet EUVs, net cost $77,000 allocated in budget page 113), and amending the procurement policy to authorize the city manager to accept gifts and grants of up to $45,000 without council approval, as well as noting that union printing takes priority over local procurement preference (page 117).
There is 1 new business item- accepting an agreement and donation from the West Contra Costa Youth Soccer League (WCCYSL) to rehabilitate the Pinole Valley Park Soccer Field (donation of $167,050.00, page 215) in return for priority reservation use for a decade, city-branded marketing for the collaboration, a plaque with their logo at the site and permitting a storage unit for WCCYSL’s items (page 216).
